An agent economy needs one place to hold identity and money, and every place to do the work. In 74,226 observed Virtuals ACP jobs, 61.9% were verified by nobody and 38% by the seller alone. Sixty-one chains resolving to one root is what lets a payment on Base depend on an event that happened somewhere else.
x402 holds funds and names an entity that may capture them, but never defines what a correct capture decision is. This is that decision, as a pure function: an authorization releases only when a V5 proof shows the agreed event landed on another chain, bound to that specific payment.
